Well, that depends on whether or not you're willing to spend the time to learn and properly adjust it. Cockers are beautiful shooters but they need a little more love than most guns.
The STO's are nice, for a stock parts 'cocker they are some of the best. You'll need to figure out a bit more about it before I can help you out on what would be a reasonable price - year, upgrades, what parts are on it (3-way, ram, LPR, HPR, bolt, etc). Even if it started out as a STO there's no telling what it would end up as. Though if he asks for $150 or less, though, it's not a bad deal for a working 'cocker anyways.
